where "this problem" is not obvious without the subject line next to it. I
probably should have said something like "don't assume the subject line is
visible to everyone. If you refer to your subject line, quote (or repeat)
the relevant part(s) of it instead of using pronouns."

Probably not, else we would have responded, right? Or maybe we just didn't
have any time, in which case the question is also pointless.

That is really strange for a pc/$host directory. Or maybe you didn't quite do
what I asked? Let's simplify my question at the cost of slightly more output:
Could you please post the result of

        ls -l $TopDir/pc/$host

?

In any case, the info page for 'ls' ("info coreutils 'ls invocation'") states
that the "." next to the file modes ("drwxr-x---." <- there) indicates an
"alternate access method". It also says that an extended ACL is specified by a
"+". It doesn't detail what a "." means. Has anyone come across that before?
I can only guess that that *might* possibly be causing access failures to your
backups file. Can you tell us anything relevant about your system? Selinux?

Never mind. Let's just assume your backups file contains tabs instead of the
spaces in your post, and let's assume the rest is correct too.

How did you obtain the contents? I suppose you accessed the file as root. Can
you access it as the backuppc user too? Try something like

        # su -s /bin/bash - backuppc
        % cat pc/$host/backups

(no need to post the output, just tell us if you get the contents or an error
message).
