probably a change of UID of the backuppc user. Do the files in the pool belong
to backuppc:backuppc? If not, do a

        chown -r backuppc:backuppc $TopDir

(as root; insert the appropriate value for $TopDir). This will probably take a
while to complete.

In particular, the version of BackupPC that you are using would have been of
interest, as well as the type of installation on old and new server (from the
tarball/which package?). Assuming it is not an ownership issue, it still is.

Always a good idea. In this case, the only thing that really seems to matter
is whether TopDir is set to the correct value, though.

That would have allowed us (or you) to spot the mismatched ownership. It's
rather hard to list a meaningful part of the structure, though. The relevant
file, in this case, is $TopDir/pc/$host/backups, and a full listing of
$TopDir/pc/$host is rather boring if you've got many backups.

Also, please repeat the error message in the body of your message, as we don't
all have the subject line prominently visible when reading the message (I see
"[BackupPC-users] Error: Backup", which is pretty much useless).
