Am I correct in understanding that by setting the dumpcycle to one week that amanda should happily reuse any tape older than seven days provided there were not any errors in the previous weeks run?

No, just tapecycle is important.   However you will get a
warning in advance when amanda will overwrite the last full dump
of some DLE.  But she will not refuse such a tape.
