What is the output of:

  amadmin YourConfig disklist localhost /etc/mrtg

Does it say dumpcycle 0 too?
Are there other constraints, like not enough tapecapacity?

ps.  using "localhost" as the name of your computer will bite you when
     you move your tapedrive to another computer (e.g. after a crash)
     and you want to restore files from the previous one.  Use the
     real DNS name.
