The debian amanda package seems to be compiled with user "backup",

I don't compile for RH and Debian. I took amanda for RH9 from CD from
precompiling packeg.
I didn't say anything else, did I. The packages where set up
differently. But fundamentally that does not matter, just arrange than
each package runs as intented to be used (Debian as user backup, and RH9
as user amanda).
I don't have a RH9 installed here (the snapshotting does not work in
RH9), so I can't verify. In RH8 there is no such user "backup"
installed by default by RH-rpms.
What is the original content of /etc/xinetd.d/amanda on RH9? Did you
modify it? What is the content now?
If you stick to precompiled packages, than it is best that you run
"amdump" as user "amanda" on your tapeserver (RH9), and have on your
debian clients in .amandahosts of the user "backup" a line like:
asraid01 amanda
