I wanted to close out this discussion and let everyone know the root cause of 
my problems was that my amanda.conf had a setting of "record = no".

That of course means my /etc/amandates and/or /etc/dumpdates file would never 
be updated.  Without that information Amanda had no choice but to backup 
everything again and again.

I set this to no while I was testing out a new tape drive many months ago.  
Then I forgot to change it back after moving to the new tape drive 
permanently.  (Wipes egg from face...)

Backups are now running in about an hour or so compared to the 3-4 hours they 
were taking and the dump levels are being processed correctly.
