I forgot to mention we aren't using CAP.  The tape numbers/range are
scatter between systems and we often shuffle tapes between TSM servers as
the need arises if we run low/out of scratch tapes.  We have a tight budget
and can't just go out and buy a 1000 tapes at a time.  We usually have
between 25-75 scratch tapes per TSM LM server and sometimes have sudden
increases of multiple terabytes of new backups.
