It's actually uglier than you think because you don't really duplicate tapes - you duplicate images. So you need to identify all of the tapes for a particular image, make sure they're in the library, and then duplicate the image.
If you're lucky, you can fit all of the 9940 tapes in the library at once. If not, you have a lot of groundwork to do.
I think that Symantec could sell a "tape migrator" option for NetBackup....
