I did try it without VSS, and it still gives me the same basic error.
The only difference being is that it states that VSS is disabled instead
of complaining about not being licensed.

Try backiing it up without using VSS (assuming it can be done on x64
edition)?   In  client setup, save operations put:

VSS:*=off


Note there are no quotes, spaces or dashes.
