I just have it as a script:

DEFINE SCRIPT  PP3583 "set sqldisplaymode wide"
UPDATE SCRIPT  PP3583 "select 'upd libv 3583lib ' || volume_name || ' stat=scr' 
from libvolumes where library_name='3583LIB' and
status='Private' and last_use is NULL and owner='TSM_LIBMGR'"

And it generates a list of UPD LIBV commands. I then just cut/paste it back 
into the dsmadmc on the library manager. If the tape
isn't a scratch, then the update will fail. I always run an AUDIT LIBR on the 
library clients first.

tsm: TSM_LIBMGR>run pp3583

Unnamed[1]: upd libv 3583lib 000604 stat=scr

ANR1462I RUN: Command script PP3583 completed successfully.

Not really automated at this point, but it works.
