Make sure you are using Exchange V5.5 with Service Pack 3. Then implement
the "recover deleted items" option and set it to 10 days. Then when the said
dope-head deletes his messages he can recover them himself - no
administration time is needed.
Also you need to protect against an administrator deleting a mailbox. So
don't delete mailboxes - just set them to no access when people leave.
People in Exchange land have been using this approach for about 2 years, and
typically never need to restore a database to recover a message.
