You can add the scratch pool to your bar code rule as your "default" pool. Any
new tapes will be assigned there upon injection.
You can also look in the GUI and see if any tapes have a "blank" space for
"time assigned". This means that they are not in use (same as available in
available_media script). In the gui, sort by time assigned, highlight all of
the blanked ones and pick change and put them in the scratch pool.

To piggy back on Tim's response you will have to manually (or by script)
reassign newly injected tapes to the Scratch pool until all the tapes
have started there. Once they have been assigned to the Scratch pool and
then are used by a policy they will return to the Scratch pool when the
images expire on the cartridge. The tedious part of migrating to that is
the manual reassigning you need to do. Once you have that pool created
and working it makes life so much easier.

When our tapes expire(the images) the tapes are marked as available.
However, this happens in each volume pool. The problem has come up
because
we
have overgrown our 88 slot robot. now we must do a manual robot
stuffing
every friday with the correct number from each pool before our weekend
backups.
How can we get all the volume pools to send their expired volumes to the
scratch pool?
