Davina,
It's good to keep in mind that a retention policy is really two periods, the
first being the retention policy applied to the save set plus a complete
backup cycle. If you have a 3 week retention period you would not want to
recycle the savesets of tapes until after the 4th week (assuming 1 full per
week).

Mixing save sets with different retention periods would not be wise - I 
agree.

That was not what I meant though, I was referring to having full save 
sets which have dependencies on them from later incremental or level 
backups.
