Just change the directory permissions for that partition. The USB drive 
partition has a separate filesystem from the root partition, and the 
permissions you need to set are filesystem permissions. Thus, the USB 
drive must be mounted in order to set its filesystem's permissions. If 
you attempt to change permissions of the mountpoint when the drive is 
not mounted, then you are setting permissions in the root partition's 
filesystem, rather than the USB drive's filesystem.
