One possible way to deal with this is to change the paradigm from "every 
other week" to "twice a month" and do it on the 1st and the 15th.

Drawback: it is no longer predictable which day of week the full backup 
happens, so it may not work for you.

The other possibility is to simply include the 5th week with the 4th. So 
your second schedule would say "3rd-5th Monday-Thursday"

But I think there is another bug in your schedule. If the month starts 
with a Monday, your full backups would happen on the 5th and on the 
19th, but you'd still switch pools on the 15th (because that's the 3rd 
Monday). You would still have the same problem if you used the week of 
the year.
