Try using double quotes instead of the single quotes, e.g.
/bin/sh -c "rm /archives/*"
If it does not work, create a shell script, e.g.
/usr/local/sbin/archivepreusercmd.sh with the following content:
#!/bin/bash
#
rm /archives/*
Make it executable, then use it as ArchivePreUserCmd.
