Another (admittedly less secure) option is to change the sshd config to read:

PermitRootLogin without-password

As stated in the sshd_config man pages, that won't allow ssh access for root 
with a password, only allowing access with a key.

Don't login with root. Use a non-admin account and use the sudo command
to execute the backuppc rsync command. Instructions for how to do this
can be found in the documentation.
