This sounds like APAR IC19710. It has been fixed in 3.1.0.5.

Same environment: MVS 3.1.1.3, with Win32 client at 3.1.0.3
Can you change the user password from the Windows client GUI?
(Pull down the Utilities menu).
We can't get that to work at all.
Have PASSWORDACCESS GENERATE on.
