Its been some time since I looked at RAT, but I don't remember it actually
using SNMP at all. If I remember correctly it is just a Perl script that
collects router configurations using Telnet, then parses them and complains
about things it considers insecure. I'm sure SNMPv3 is one of the features it
recommends implementing.
