Check out the snmptrap command. It's in /usr/OV/bin on 6.0.2, I would assume
it still exists in 7.1.
Here's an example of how I use it to generate my own traps:
/usr/OV/bin/snmptrap $NVHOST $ENTERPRISE $ABOUTHOST 6 $MYTRAPID 1 \
.1.3.6.1.4.1.2.6.3.1.1.1.0 OctetString $ABOUTHOST \
.1.3.6.1.4.1.2.6.3.1.1.2.0 OctetString $ABOUTINT \
.1.3.6.1.4.1.2.6.3.1.1.3.0 OctetString "Interface $ABOUTINT flapping."
