Hi Danny,
Do your routers have loopback interfaces (or could they)??.  Here is a
possibility:

1) Ideally, the router will have a loopback interface - put this in the
seedfile
2) Loopback interfaces are now discovered by default from NetView 6.0
(with the exception of 127.0.0.1)
3) Once the router has been fully discovered, unmanage the ISDN
interface so it
Æs normal, DOWN status does not contribute to a yellow,
MARGINAL router. Let
Æs say, for a small router you have 3 interfaces, a
primary WAN, a backup ISDN and a loopback. So, in normal operation, you
have:
WAN i/f        Up                      Green
ISDN i/f       Down/Unmanaged          Wheat
Loopback i/f   Up                      Green
Router overall Up                      Green

When the WAN line fails, the ISDN backup should kick in, giving:
WAN i/f        Down                    Red
ISDN i/f          Up/Unmanaged           Wheat
Loopback i/f   Up                      Green
Router overall Marginal                Yellow
4) This scenario relies on the fact that you can still reach the
loopback interface via the ISDN interface
