NVPLAY will pop up a message and play a WAV file.

As far as I can determine command line e-mail would require a third party
package; MS just isn't into command line capabilities anymore.  I've seen a
hack where you connect to a mail handler node (telnet?) and ship it a
pre-formatted output stream but didn't save the details.  Look around the
old DOS packages and  you might locate one; probably along with Kermit,
BitCom and other artifacts of the PC world's middle ages.
