There is a part of the backup reporting feature (OpsCenter) that is included for free with NetBackup 7. There are some features that you have to purchase an additional license for (the Analytics features).
Depending on what pieces you need, you may get away with the free part. When you install NBU 7, you're supposed to get a temporary license to allow you to evaluate the Analytics feature set to see if it's worthwhile purchasing.
If you tend to crunch long-term historical data, then you'll need Analytics (or a 3rd party product). .../Ed
