[Veritas-bu] Full vs Incremental Backup

NBU on Unix uses the mtime, not ctime, by default.  There is a
parameter to USE_CTIME_FOR_INCRMENTALS.

See the NBU SAG, appx C for some details on how incrementals work
(unfortunately it doesn't answer the original question though).
