Well thanx to Guy Speier I've solved the problem.  Apparently the default
number of jobs per client was lowered in NetBackup 3.4.  Even though the
system was configured properly the whole time, because jobs per client was
set to 1 I couldn't get the needed result of one channel per tape.  I
changed the setting to 4 (for kicks) and did a test backup and BOOM!  Done!
