Hello,
The watermarks enforce how networker handles cleaning up saveset based on 
the policy you set, perhaps a simple script with email form nsradmin on 
how close are you to the watermark may work for you.
If not native OS utilities can alert you depending on how much  disk space 
is free.
There may be other mminfo type of cmds you can use to get a handle on it, 
but i am frankly not understanding  the reasoning to do this, since based 
on your policy networker will  remove staged savesets, if you are reaching 
watermarks frequently and not able to retain as long as you like then 
perhaps additional AFTD devices or increasing their size is more 
appropriate ?

Yes, but staging would not allow us to keep a copy onsite and send a
copy offsite.  We need the ability to copy the data (ie, clone) and then
delete at a later date.  BUT, we also want to delete only when we're
running out of space.  We just can't figure out how to get NetWorker to
let us know how big each disk device is.

You can easily configure staging (Configuration - Staging) from the 
Networker Management Console. Staging will look for the configured
devices 
and will clone data which is not yet recyclable to tape. In this way you

keep all data within the retention period on site.
