Stan, I have found clients with old savesets not in an active group to still
use up a client license. Even when the browseable index drops to 0 it will
still use the client license. In the latter case it would still be in the
media database. I have deleted clients no longer needed for restores to free
up the license. After the client is deleted the license is released.

Just out of curiosity, is this client a member of a group? If the client is
not a member of a group, it should not impact your licensed clients limit.
