Confirmed. All I did below was move these three lines farther up in bacula-dir.conf and issue a reload command:

@/usr/local/etc/bacula/client-slocum.conf

@/usr/local/etc/bacula/client-zuul.conf

@/usr/local/etc/bacula/client-knew.conf
