It is just a wild shot from a non-developer. But with some user perception of C plus Kern's elegant and merciless coding I think it would worth a try. =P

No. The Drive Index parameter is simply supplied into a mtx-changer script to point a tape drive. If you have a library which has drive index starting from i.e. 16 then you need to configure it that way. However, I never found a real library which Drive Index not started from zero.
