You don't really need to do anything, since Bacula is
responsible to copy data from the clients to the storage
daemon (socket connection).
If you want to make a local backup on the remote sites, you
can have a Bacula storage daemon on them to make the backups
and configure a copy job to your main site.
It is not currently possible to compile the storage daemon for
Windows. At least, it is not supported.

VPN connection?
I don't think there is anything special, but your network
appliances can be a bottleneck, eventually.
For backups over VPN look into Virtual Full jobs. Basically, once a
full backup is completed, only incremental backup jobs need run on
the remote servers. A virtual full job combines the previous full
(or virtual full) backup with subsequent incremental backups to
create a virtual full backup. The creation of the virtual full
backup occurs only on the server(s) running Dir and SD. This
drastically minimizes the network traffic required, since only
incremental job data is transmitted.
However, to get started with virtual full jobs it is necessary to
run an initial full backup. Since a full backup over VPN could be
extremely slow, one alternative is to install SD on a Linux laptop
and physically locate it temporarily on each of the remote site's
local networks and backup to disk over the remote site's local
network. Once the laptop is back at the central server's local
network, a Copy job can copy the full backup jobs to other media.
