Does user bacula (or whatever user bacula-sd is running at) have
permissions on the tape drive?

If this is not the problem you could possibly have to manually modify
your mtxchanger script to make it work for your changer and OS. Make
sure your drive passes the autochanger tests that are in the manual.

Also if this is an autochanger with a barcode reader you should never
manually label tapes. Use label barcodes and put all tapes in the
Scratch pool.
