did you read:
http://www.bacula.org/en/dev-manual/Data_Spooling.html  and did you 
enable the SpoolData in the Job  definition?

the tape is likely faster than 100mbps resulting in starting/stoping alot 
(== slow)  if data-spooling is not configured correctly.
