It looks like the decision on what job level to actually run is made at
queue time w/o updating the job level in the queue. So if you schedule large
jobs only a minute apart and the remaining jobs queue up, they most likely
will not run as expected if they depend the previously ran job.

After lengthening the schedule such that the jobs completed between execution
everything worked.
