You have to wait until the DIR is idle, it will then process the 
pending reload requests.

The DIR can not actually generate a new configuration while jobs are 
running, as the new configuration might interfere with the setup of 
existing jobs.

If your backups run around the clock, and you want to minimize 
downtime, you might use the 'disable' command to disable jobs, so an 
idle period will happen. Once all jobs are through, just restart the 
DIR - the disabled state of jobs is not kept across DIR starts :-)
