Thanks
the only extra thing I actually needed to add was
Full Backup Pool = Full-Tapes
Incremental Backup Pool = Incr-Tapes

and Remove
Level = Full
from the jobdef.

Also has the advantage that I an going to have one bacula-dir.conf file 
that is a lot smaller
