Ok, it had nothing to do with that "setdebug" command.

I dropped the bacula mysql database and started from scratch.. 

Now I can see the same behaviour.. when all the 8 volumes are full/used
bacula doesn't recycle the volumes.. instead it asks to label a new volume. 

BUT, after I restart bacula, the same job runs fine and it DOES recycle the
volumes.. now this is weird.
