Yes, it is VSS related. I did a mistake in disabling VSS (commenting
out "Enable VSS = "yes"" instead of setting it to "no").
If two jobs access data on the same volume they can't run concurrently
if VSS is enabled. They can run concurrently if either VSS is disabled
or they access data on different drives.

Well this won't help me much since 2/3 of my data is located on the
same volume. Since I now know the problem now I'm going to open a new
thread on this subject.
