There may be more, but this looks wrong - and not the default setting:

Normally that should be a list of hours when you want it to wake up
and schedule/start potential backups (see the nearby comments).  The
first number is when the BackuPC_nightly job runs and is best set to a
time when backup runs would be completed.   With only one number, the
nightly job will start first and your backups won't start until it
finishes and you may hit the blackout time before they finish.   Extra
wakeups don't hurt anything, so you probably want one every hour with
the first in the list being some time in the morning when the backups
should have completed.

If you don't know what has changed from the defaults, it might be
worth setting up a virtual machine with a stock install or figuring
out how to extract the config file from the distribution .deb so you
can diff yours against it to find all your local changes.
