To clarify a bit, it should be set to start manually, which is the
default.  The service is invoked as needed, so it should not be set to
"automatic" (it will just shut down) or "disabled" (which would just be
ignorant and weird.)  It may or may not be actually running depending on
what other services are running at the time, and whether or not the
machine is part of a domain.

As you say, it's possible to break the service (with registry,
installation errors, etc.) but it also has a debugging function that's
useful in tracking down what's wrong with it.  Of course, if you don't
mess with it, it should just work, unless (as you say) your Windows
installation is damaged.  It's a frequent target for malware, for obvious
reasons.
