I realized this wont fix the problem of renames. My second thought on this would be to develop a new transfer method that uses rsync initially to get a file listing and then construct a list of files that need to be transferred. Then you pass this to the tar method and use this rather than the –newer option of tar. This would solve both the deletion and rename problem of incremental tar.

You could use a combination of $Conf{DumpPostUserCmd} and BackupPC_deleteFile to accomplish this.
