The single file was just a test...I will want to restore a whole bunch of files.  Does the backuppc documentation explain how to set up the ssh key for backuppc to execute as root on the target (which is in fact one and the same machine)?  I don't have access to the backuppc documentation at this moment, but if it is there then I will take a look into it.

restore failed: BackupPC_tarCreate failed
That looks like you haven't set up the ssh key for backuppc to execute
as root on the target.  But, to grab a single file it might be easier
to download through a browser and then copy it where you want.
