I think the mod_suexec takes precedence if the system has it
installed, even if you also have suidperl.  But the effect is the
same.

I think deltacopy is just an installer wrapped around cygwin rsync to
start it in standalone daemon mode.  I use it myself on a laptop and
the only issue I've seen is that it runs as a service under my domain
login and when the password changes I have to change the service
startup to match.
