No. See Unison. For a server-based always active sync like Dropbox, but
private, see ownCloud.

I would not use it to back up VM disk images, no. It can, if the VM
solution supports snapshots, but it would still amount to either copying or
doing an rsync checksum comparison of the entire VM disk image each time.

Or just use Cygwin. I don't do much with Windows backup, so I can't suggest
more than that.
