I think the likely problems are:

Ram on the server as already pointed out.

The clients disk subsystem performance, try mounting the filesystem being 
backed up with noatime.

Try changing from rsync to tar, there are trade offs but for small files tar is 
faster. 

Clients CPU performance, less likely but might be worth trying the arcfour 
cypher on ssh.
