Are you using cygwin 1.5?  If so I highly recommend you install the latest 
version, now 1.7.5 and go for ssh+rsync.

They've dealt with long filenames issues[1] and also with the 
internationalization problems and it's pretty easy to setup (just download 
cygwin, make sure you choose rsync and sshd and then run ssh-host-config from 
the command line.  There are some tutorials out there).
