In short, no.
All folders and files under /var/lib/backuppc must be on the same
filesystem. You could move /var/lib/backuppc to /media/secundary_disk
and then remount or bind mount that to /var/lib/backuppc. Assuming the
new disk is bigger than the old disk...

RAID1 wouldn't increase your storage capacity anyway. However, you could
use RAID1 without modifying the hardware (using software RAID).
In any case, you would be much better off doing 2 things:
1) Use the second hard drive for ALL backuppc data storage, or adding
another hard drive big enough to do this.
2) Use 2 hard drives of equal size in a RAID1 mirror (or 3 or more in a
RAID5 or RAID6) to ensure that your backups will survive a disk failure.
Just my opinion...
