Amanda's retention policy is based exclusively on the tape cycle.
Data is retained until the tape it is on is overwritten, at which
point it's gone.

So, going back to your original explanation and question, you would want

dumpcycle 1 weeks
runspercycle 7 days
runtapes 1
tapecycle 14 tapes

In other words, if you want data retained for 2 weeks, then you need enough tapes to run every day for 2 weeks.
