The last taper failed because I had specified on 3 tapes in the backup.

tape 2 75% full

The problem is all my small files are getting put on the first tape (39)
which leaves the bigger files for the next two tapes. I would like to
spread the small files over the other tapes.
Do you have any suggestions on how to have the smaller files more evenly
spread over all tapes?

First set "taperalgo largestfit".
Maybe you you need to lower the number the "inparallel", so that
the smaller backups do not get started too early. And surely specify
dumporder "SSSSS" (as many S'es as you have "inparallel").
Another solution is applying the taperwait patch from Orion
Poplawski or push for the "delayed taper startup" feature to be
implemented:
