Not able to use 'at' command?

This problem may not have anything to do with Amanda, but I thought I
would ask here first, in case anyone experienced a similar problem.
I'm no longer able to use the 'at' command:
amanda@cn2:~$ echo '/usr/local/sbin/amdump DBackup && /bin/mt offline' |
at now
You do not have permission to use at.
amanda@cn2:~$ logout
cn2:~# cat /etc/at.deny
alias
bin
daemon
ftp
games
gnats
guest
irc
lp
mail
man
nobody
proxy
qmaild
qmaill
qmailp
qmailq
qmailr
qmails
sync
sys
www-data
cn2:~# cat /etc/at.allow
cat: /etc/at.allow: No such file or directory
cn2:~#
I could have sworn I could use this as recently as a couple of months
ago. No significant changes or upgrades have happened since then. 'man
at' says that Amanda should be allowed if no /etc/at.allow exists and if
/etc/at.deny doesn't contain 'amanda', so I'm stuck trying to figure
this out.
Anyone experience anything similar?
