The simple answer is YES, or set it to less if you want more than 2 
Generations in your 14 tapes.

The explanation is:
runspercycle is how many times will backups be run during dumpcycle.
So it can be any number less than or equal to dumpcycle.

If you have "tapecycle 14 tapes" then you are going to use 14 tapes 
before you start at the beginning and delete old backups.
If you have "dumpcycle 7" that means you will have a FULL backup within 
7 days, Aamanda will make sure that all data is fully backed up within 7 
days, not on any specific one of those days however.
Then if you have "runspercycle 7" Amanda will expect that you will run 
amanda 7 times during the seven days, and will make sure that the full 
backup of your data is made during those runs.
If you had only "runspercycle 2" then Amanda will expect you to only run 
two backups within the 7 day dumpcycle and will make sure that the full 
backup of your data is made during those two runs and gives you 7 
generations of backups.
